At Numbers USA, anti-illegal immigration think tank, the primary concern is the automatic citizenship offered to these children and, more indirectly, their parents. It says the 14th Amendment — essentially granting citizenship to any child born on American soil — is being misinterpreted to include the children of illegal immigrants.

The children, often referred to as "anchor babies,” provide an enticement for illegal immigration into the U.S, said Rosemary Jenks, director of government relations for the group.

NumbersUSA, the group that helped derail the comprehensive bill that would have offered legal status to the existing 12 million illegal immigrants, posted on its website a tally of its “anti-amnesty champions.” So far, 21 senators have signaled to NumbersUSA that they will oppose the amendment. The group is looking for 20 more senators to block it.

Caroline Espinosa, spokeswoman for NumbersUSA, which is urging defeat of the measure, calls it a form of amnesty. She said while this woman's circumstances are unfortunate, they are the result of bad decisions by her parents. "When you offer amnesty like that it only encourages more illegal behavior," Espinosa said.

'We believe these very public and dramatic raids were designed to create a situation where we'd come to believe President Bush will carry out enforcement, so that we would support his amnesty plan.

NumbersUSA Education & Research Foundation provides a civil forum for Americans of all political and ethnic backgrounds to focus on a single issue, the numerical level of U.S. immigration. We educate opinion leaders, policymakers and the public on immigration legislation, policies and their consequences. We favor reductions in immigration numbers toward traditional levels that would allow present and future generations of Americans to enjoy a stabilizing U.S. population and a high degree of individual liberty, mobility, environmental quality, worker fairness and fiscal responsibility.

Those who need to refer to NumbersUSA with a short, descriptive modifier should call it an “immigration-reduction organization.”
