According to recently leaked documents from U.S. Customs and Border Protection, more than 30,000 illegal aliens have been released under a broad use of ‘parole,’ making the aliens eligible for work permits and limited immigrant benefits.
Additionally, the documents obtained exclusively by Fox News showed that at least 160,000 illegal aliens have been released into the U.S. with little to no supervision since March of this year.
Fox reports that the leaked documents give just a ‘partial snapshot’ into how the Biden Administration has continued to release enormous numbers of aliens into the U.S. – “often with little to no oversight, supervision, or immediate risk of deportation.”

Of the 160,000 aliens released since March 2020, 94,570 were issued Notices to Report (NTR). However, there is a substantial difference between Notices to Report and Notices to Appear (NTA). With an NTR, DHS states that aliens are required to simply “check-in” with an ICE office when they arrive at their final destination within the U.S. – if an alien receives an NTA, it effectively represents an immigration court summons that carries the possibility of deportation if ignored.
Since Aug. 6th, Biden’s DHS has released approximately 32,000 aliens under the misused parole program; this requires even less supervision and allows most to apply for work permits and limited taxpayer-funded immigration benefits.
Federal law explicitly states that parole status is only to be used on a case-by-case basis for “urgent humanitarian purposes” and “significant public benefit.” Thus, it would be typical for past administrations to offer parole to a handful of aliens per year. The Biden administration has used the selective program in large swaths – including tens of thousands of aliens at a time.
Former Border Patrol Chief Rodney Scott, who served under Secretary of DHS Alejandro Mayorkas, and President Biden reviewed the leaked documents obtained by Fox News and stated that the current administration is greatly abusing its parole authority.
Former-Chief Scott stated:
By law and regulation, parole shall only be granted on a case-by-case basis and only for significant humanitarian reasons or significant public benefit. Neither of these appear to apply to the current situation. [Scott added that the vast number of parolees should bring into question the review and approval process.]
As a field chief, I don’t believe I ever approved more than 5 or 10 paroles in a year. When I did, I ensured that the alien was monitored continuously and was detained or removed as soon as the circumstances allowed.
Most shockingly, the leaked CBP documents also show that an additional 40,000 illegal aliens were released into the U.S. on their own recognizance since August 6th. On a single day in the Del Rio border sector, 128 single adult illegal aliens were released without an NTA, without an NTR, and even without ATD (Alternatives to Detention: a program that tracks released aliens via ankle monitors or cell phones).
This new information not only illuminates the false narrative being pushed by the White House and DHS, who repeatedly say that the use of NTRs and Alternatives to Detention are needed to provide “mechanisms to require family units released from CBP custody report to ICE within a specified time;” it also undermines whatever confidence Americans may have left in either institution.
While DHS still refuses to release the Border encounter data for the last month of the fiscal year 2021 (September), there have already been over 1.5 million illegal border crossers encountered throughout FY21. Both August and July saw encounter numbers well above 200,000 – unfortunately, it would not be surprising if September followed suit.
However, DHS Secretary Mayorkas continually and erroneously states that the U.S. border is “closed.” In an interview with Yahoo News this week, Mayorkas attempted to explain what he believed to be the cause of the historic border crisis that has plagued the country since Biden’s inauguration.
The downturn in economies, the attendant rise in violence, the downturn in economies made more acute by reason of the impact of the COVID-19 pandemic, the suppression of any humanitarian relief over the past number of years, and the pent-up thirst for relief among many different populations. I think an accumulation of factors contributes to the rise in migration that we’ve seen.
In reality, the contributing factors to “the rise in migration that we’ve seen” are very similar to what is exposed in these leaked CBP documents; a systemic attempt by the Biden Administration to circumvent the requirements of U.S. immigration law to admit as many foreign nationals as possible in the U.S., regardless of existing law, public opinion, or the national interest.
