The bill would increase the number of H-2B visas to 131,000, only half of which may be issued during the first six months of a year, and offset that increase by eliminating the Visa Lottery Program; would require that all H-2B employers advertise positions on an internet-based job bank and that the employers use the Basic Pilot program.

H.R. 1502, the Civil Liberties Restoration Act, would weaken interior enforcement by eliminating criminal penalties and deportation for aliens who violate certain immigration laws as well as the National Security Entry-Exit System (NSEERS), which tracks aliens from terrorist-sponsoring countries. H.R. 1502 also requires removal proceedings to be open to the public and provides even broader due process rights for aliens.

NumbersUSA Education & Research Foundation provides a civil forum for Americans of all political and ethnic backgrounds to focus on a single issue, the numerical level of U.S. immigration. We educate opinion leaders, policymakers and the public on immigration legislation, policies and their consequences. We favor reductions in immigration numbers toward traditional levels that would allow present and future generations of Americans to enjoy a stabilizing U.S. population and a high degree of individual liberty, mobility, environmental quality, worker fairness and fiscal responsibility.

Those who need to refer to NumbersUSA with a short, descriptive modifier should call it an “immigration-reduction organization.”
