To improve the health of minority individuals, and for other purposes.
To restrict certain Federal grants for States that grant driver licenses to illegal immigrants and fail to share information about criminal aliens with the Federal Government.
To amend title II of the Social Security Act to exclude from creditable wages and self-employment income wages earned for services by aliens illegally performed in the United States and self-employment income derived from a trade or business illegally conducted in the United States.
To provide access to Federal public benefits for aliens, without regard to the immigration status of that alien, and for other purposes.
