The Americans First Immigration Act (H.R. 8586)

Restoring fairness and integrity, transforming our legal immigration system by ending random lotteries and chain migration, and creating a points-based model focused on merit and skills that will grow the U.S. economy. 

Prioritizing American Workers and Economic Growth 

Establishes a points-based system that will enable employers to select immigrants and give preference  based on education, job skills, English fluency, and salary level potential. The modernized system  will enhance immigration flows to fill urgent labor shortages, boost U.S. productivity, raise wages  for American workers, and ensure success for new American immigrants. 

Ending Randomness, Choosing Merit 

Eliminates the Diversity Visa Lottery, replacing it with structured criteria that reward potential  contributions to America. U.S. immigration becomes a system of earned opportunity, not  random chance—ensuring fairness and credibility in the eyes of all Americans. 

Preserving Nuclear Family Immigration 

Curtails extended family chain migration, while still allowing spouses and minor children to join or  remain with family units that are lawfully in our country. This will help reduce total immigration to levels that promote better assimilation, creating a more balanced, sustainable system where  immigration is tied to the nation’s economic health and social cohesion. 

Accountability, Enforcement, and Rule of Law 

One legal immigration permanent visa will be subtracted for every illegal alien that is released into the  country — providing accountability and ensuring illegal immigration does not overwhelm our country  again. It also makes in-state tuition only available for legal permanent residents and U.S. citizens,  reversing the trend of many states to offer illegal aliens the benefit of in-state tuition while  U.S. citizens from out of state must pay higher rates.
