A key Democratic Senator in the health care overhaul says illegal aliens can't be covered under whatever emerges. Open-borders advocates are howling. Here's the big question for national Democratic leaders: If they recognize that national health insurance for illegal aliens is too expensive, can they see that an amnesty essentially locks in the cost by qualifying 12-20 million illegal aliens for the health care -- plus millions of their relatives who will follow?
We’re not going to cover undocumented aliens, undocumented workers.
-- Sen. Max Baucus, D-Mont., on Thursday, May 21, 2009
A story by Jim Landers of the Dallas Morning News quoted Baucus who is the Senate Finance Committee chairman. He said that health care reforms that aim to insure every American won’t provide insurance for illegal immigrants and may not address the cost to state and local governments for providing medical care to this large group of the uninsured.
Baucus recognizes that illegal immigrants comprise 15-22% of the estimated 47 million U.S. residents without health insurance.
It is the growth among the uninsured that is helping drive the political effort to change the health care system. Previous studies have shown that illegal aliens account for nearly all of the growth in the uninsured in recent years.
So, what to do with them in the national health care solution is a big elephant in the room.
Leaders of various open-borders groups cried out that the health care reform has to provide full medical coverage to all illegal aliens. While illegal aliens get all kinds of free medical care already, primarily through emergency rooms and the like, including them in national health insurance would cost the equivalent of a bank bailout.
One of the reasons open-borders advocates would rather push an amnesty through Congress before health care legislation is that the publicized cost of the amnesty would be far less if national health coverage isn't included.
But it will be important to remind leaders that granting amnesty to 12-20 million illegal aliens would add incredible costs if they are guaranteed a high level of health care under a new national medical system.
I think Sen. Baucus understands. Baucus was one of 14 Democratic Senators who voted against the giant amnesty in 2007, defying his Party leaders.
Interestingly, Sen. Baucus emphasized on Thursday that any talk of giving this kind of health benefits to illegal aliens would be politically explosive.
The national health solution debate will be explosive enough by itself. Imagine adding illegal aliens to it.
Baucus' comment, though, is yet another confirmation that the constant resistance of ordinary Americans to amnesties and rewards for illegal immigration are having a positive effect on Congress. Grassroots opposition is just what the doctor ordered.

Senator Baucus represents all that we fear in Health Care Legislation. He plans to limit existing health care benefits; by taxing the individuals who have health benefits, taxing the Health care providers, and limiting coverage. Remember who the Senators financial contributors are.
Don’t believe the DemoRepublicans, read Health Care Plan that Senator Baucus is proposing. All of America’s working class must oppose any Health Care Plan that is not paid for by the benefiting person. If they (congress) were really serious, they would offer the plan that they have, and the limits to coverage would apply to all (including Congressional Members. NO NEW TAXES OR FEES.
IN FACT YOU SHOULD SEE THAT ILLEGAL ALIENS DO NOT RECIEVE ANY TAXPAYER BENEFITS WHAT SO-EVER, THAT WOULD BE A CHANGE FOR THE GOOD!

I say we need to close boarders and not let anymore illegls in. I agree that they are taking jobs away from Legal Amercans that would be more then happy to work even in the fields or doing work that these people are getting paid for. I am sure that there are homeless people that would love to earn money for food and roof over their heads. As for health issurance many of these people have more money then me, I am unemployed student and have numerous health problems, yet a lot of my meds are not covered while the illegls are getting freebees and drive new cars or trucks. I say if they can afford these new autos then they can buy health care!

There is a lot of support for some kind of health care reform from Mr. Obama to the Senators and Reps.
A lot of people really want something passed.
We really need to keep the pressure up and tie the amnesty and health care together.
Basically, if I had a say, my stand would be no to health care reform if amnesty or even just expanded health care for illegals is approved.
Right now, the average Americans health care costs almost $7,800 per year.
Just multiply this times 15 million now and 30 million later if amnesty is passed, and you can see that single payer or any type of national health care will not be affordable to Americans.
Being out of work and not eligible for any decent health insurance, I would love to see a single payer program, but frankly, I would rather go without health care insurance and go into bankruptcy in the case of an emergency, then see one illegal get anything more than one emergency treatment for which they would have to declare their illegal status, identify their employer, and then be deported.

Governor Arnold of California cannot blame the illegals for even a part of the financial problems of the state, or there is a possibility he would be recalled or become brain dead.

I totally agree with all the previous comments posted here. I hope everyone will contact Sen. Baucus of Montana and tell him how much we appreciate his stand on this issue.
In case any of you have not seen the Taxpayers Revolution of California, they have a site you can check on. I do not live in Calif anymore but I strongly support their efforts. I was amazed that their current movie star governor said that illegals are not a part of the financial problems of Calif. Is he brain dead or what? I have sent my own state legislators the info from the Taxpayers Revolt of Calif and asked them to support a parallel initiative in Idaho. Of course I did not receive one single response from any of them. We have a new Mexican consulate in Boise and the state leaders are kissing up to the consul every minute of the day. They are totally ignoring the voice of the voters of our state.
I got copies of the costs of illegals in several states and sent them out to everyone I know. They were so amazed and totally unprepared for the dollar amounts! It made a big difference to all of them. Maybe we should send a copy to Governor Arnold of Calif and see if he can figure out the truth of the mess in his state. Our Idaho representative Mike Simpson has been a supporter of border security so far. I hope he does not falter and give in to pressure. I have contacted all my state and federal congressmen and told them I belong to a group which advocates Do Not Vote for ANY Incumbent. If these "public servants" do not do the right thing to protect American workers and secure our border with Mexico I will do all I can to be certain they do not get reelected and their jobs will go to others who listen to the voters and remember that democracy is based on majority rule. I believe in law and order and the rule of law. Obama says he also supports this and I am waiting to see if he is all lip service or his actions will follow up on his promises.

12 million illegals? When was the last count? This figure is ridiculously low, and our government knows it. I would say the actual number of illegals is closer to 25 million, and growing. I went camping in a remote state park in CA over Memorial Day weekend and was treated to loud Mexican music and loud conversations in Spanish. CA is truly overrun by hispanics, and unless our lamest-of-the-lame "representatives" here are forced to stop their catering to illegals, there will be an increase in the exodus of Americans from this state. Feinstein, Boxer, and Harman are hell-bent on destroying our state. Business taxes are sky-high to cover the cost of the massive influx of impoverished illegals, and the state is in a downward spiral. I'm afraid that only when illegals reach the proportion they constitute in L.A., will the majority of Americans understand the gravity of their tolerance, and by then it will be too late. We cannot rescue the whole third-world; why do liberal Americans think Mexicans have any right to be here to "better their lives" at the degradation of ours? Americans-- WAKE UP!!!

The Senate's promises that illegals will not get benefits from a national healthcare system are not worth the paper they are printed on. All it will take is five US Supreme Court justices deciding to find a "constitutional right" in the Constitution for illegals to get free healthcare at US taxpayers' expense. This is exactly what happened in 1982 (Plyler vs. Doe) when the liberals on the court decided that illegal alien children have a "constitutional right" to a "free" public school education at US taxpayers' expense. The result was the American taxpayer being saddled with a tax mandate that our representatives did not vote for -- in other words, taxation without representation.

I also cannot understand where all this nonsense of RIGHTS came about. Illegals have become so defiant of our laws, that it makes me wonder why more citizens are not outraged at their attitude. The term is correct, CRIMINAL.
In the spanish media, you will no longer hear the term Illegal Immigrant, they are only referred to as Immigrants. Somehow they think there is no difference between legal and ILLEGAL immigrants. The spanish media seems to be very much in favor of helping all Illegals and make no excuses about it, they talk about it very openly that they must help all the undocumented immigrants and DEMAND amnesty for all.
NumbersUSA Moderator, I wonder if any of the activities of the Spanish language media amount to aiding and abetting illegal aliens. That would be a crime under the Immigration and Nationality Act.

First and always thank you for getting this information to American citizens. With local media a person does not hear much of what is really happening in Washington DC and heaven forbid they tell of this bill from Senator Baucus.
I am confused with wondering if it would not be cheaper to redo the immigration to citizenship steps? I am not opposed to people from other countries becoming citizens that are ready to stand up for America and our Constitution and that speak ENGLISH which the citizenship test should only be given in ENGLISH and that are willing to die to fight for our country and it's way of life. If it were so bad then why do so many flock here to save their lives and to become Americans?
Anyway, I find it appalling to even consider that illegal aliens from any country would be part of this national health care plan. I find it horrible that the government even suggest this since most of the illegals are getting FREE medical now and it is bringing down all health care across the board and granting amnesty to millions of illegals will only continue the problems this country is having. This government and many before it just do not get it or they do and that is why they want to change it so they can control the people not the other way around.
Has any consideration gone out to how Senator Baucus bill would help us? Are the Republicans backing this bill?
It would be great if this bill, which would eliminate illegal aliens on our countries purposed "national health care" go into place. Yes it may also effect the amnesty that this liberal government wants in place so bad but that is not for the people but for their own self indulged power. This government and many like it do not care about the "people" but only themselves and their power.
Do people not understand that we tax payers cannot afford this? Where is the money going to come from for this National Health Care? Our government cannot even keep their hands off medicare or social security which is for Americans but they want to be in charge of our health care. REDICULOUS!!!
It does not work and there are millions of examples to look at from our neighboring countries that say NO to this socialist form of health care in America.
If a person wants to become a citizen of this country then let's go through the steps, do the background checks, see if they would be a benefit to this country, and this is just about the person becoming a citizen not the whole family and their families and so on.
We are a good people in this country and we do not have to be liberal or socialist to give what is needed to other countries and people that want to live here legally but we cannot keep this up. There is no money left in reality, yes reality!
I say we back Senator Baucus and take the punches from the far leftist groups that are destroying California and working swiftly to do the same to other states in this Union like IL where I live. If Senator Durbin had his way we would all be speaking another language of his choosing so he could hold onto his seat and power for another term.
This is AMERICA folks and we need to stay AMERICA by AMERICANS and we can help in Mexico by going there, cleaning up the drug cartels and setting up what their people need that keeps bringing them to our states, then again they are here for more than freedoms and free medical etc...many of them want back what we won, Texas, Arizona, New Mexico, parts of California and so on.
In reality, did we not take this from the Indians that lived there as well? Look what we did to them in the name of growth and prosperity.
This country is not perfect and there is no perfect country because they are run by people/religion but...we can work towards making many countries better if they want our help.
The way I see it you get rid of the drug dealers in Mexico and Mexico may be an okay place for real Mexicans to live. It would sure give them a choice anyway and the illegals that would still invade our boarders would then be people that want to be Americans or they would be trouble makers.
Either way there would be more funding to help in both of those areas not only from America but other countries as well including the Mexican government. Heck half if not more of our jobs are there anyway.
If people want medical help that are not citizens then let them do what people from Canada and other countries and many Americans do, save their money and get the help they need from any country that is willing to take their money.
Yes it is all about the money and paying the bills and if we have to do it for ourselves then so should others.
We already have "free medical" for those Americans that cannot afford it and many Americans that have the money have donated to these organizations that help other for years. The government couldn't do it by themselves for years so why now?
We do not need to continue to ruin America because of power in the voting for these elected officials that have forgotten what their jobs are. We are Americans, they are Americans and it is time more step up to the plate and do their jobs and if they cannot no longer do it then get out of the race and let others with better ideas and more American ideals have the seat, if they mess up they go too.
Americans have started standing up for our rights and while we still can, more need to know they are not alone. We as Americans have to do the right thing for our country and it goes way beyond individuals it goes to the protections of our country and our American way of life. It goes to protecting our God given and Constitutional rights which many have fought for and died for.
As the old saying goes, "it is not over till the fat lady sings" well the Statue of Liberty is starting to hum now and we have to join in the chorus and do our job to protect ourselves, our children and what America stands for and the land that we love.

No one that is not a bonafied citizen of the United States should get ANY free medical care. We, as taxpayers, are angry that the welfare rolls continue to increase, the medicaid rolls continue to increase, and illegal aliens (of any country) are getting, not only free medical aid, but all of the above. Our government's mindset is totally off base. My grandchildren will have to work all their lives to pay for these foolish expenditures. Why do you think we have so many illegal aliens and deadbeats in America? I support comprehensive health care reform; many families are uninsured and without vital services until the emergency room becomes the only option for treatment-- this situation is very costly (emergency room care is way more expensive than preventative care in the long run).
The United States in my opinion should encourage other nations such as Mexico to implement comprehensive health care reforms for their citizens as well. That would be a much better alternative than yet another U. S. immigration amnesty in my opinion because our national infrastructure cannot be an effective substitute for the health care delivery systems of other countries without injuring health care delivery on both sides of the border.

Although we have not had to give much foreign aid to Mexico, if we "encourage" them to do something about healthcare, I believe that we will be footing the bill.

My son almost died of a bleeding ucler when he was 14 because the emergency room was overflowing with immigrants. By the time they helped him he had no pulse. This happened in Minnesota of all places. Yes it would make sense to have insurance for everyody in the country. However there is one overaching fact that comes before all else...illegals shouldn't be here in the first place and legals needs to come in managable numbers. That will solve the problem of medical care being over run by poor/uninsured immigrants. Dah, irrational compassion can factually kill those who generously give their place in line to many who exploit us and our health system.

Even if the amnesty does not become law, we have another scary situation. Although it has not come to the floor since 2003 when it was introduced by Congressman John Conyers, H.R.676 is a house bill in progress that if passed will create the biggest drain on our economy in history.
Under "Who is Eligible " The bill reads: EVERY PERSON LIVING OR VISITING IN THE UNITED STATES AND THE US TERRITORIES WOULD RECEIVE A UNITED STATES NATIONAL HEALTH INSURANCE CARED AND ID NUMBER ONCE THEY ENROLL AT THE APPORPRIATE LOCATION. SOCIAL SECURITY NUMBERS MAY NOT BE USED WHEN ASSIGNING ID CARDS"
Under what is covered: THIS PROGRAM WILL COVER ALL MEDICALLY NECESSARY SERVICES, INCLUDING PRIMARY CARE, INPATIENT CARE, OUTPATIENT CARE, EMERGENCY CARE, PRESCRIPTION DRUGS, DURABLE MEDICAL EQUIPMENT, LONG TERM CARE, MENTAL HEALTH SERVICES, DENTISTRY, EYE CARE, CHIORPRACTIC, AND SUBSTANCE ABUSE TREATMENT. PATIENTS HAVE THEIR CHOICE OF PHYSICIANS, PROVIDERS, HOSPITALS, CLINICS, AND PREACICES. NO CO-PAYS OR DEDUCTIBLES ARE PERMISSIBLE UNDER THE ACT"
Don't take my word for it. The bill and many summaries are on the web for you to take a look at.
Although from what I have read, H.R.676 has virtually no chance of passing or even coming up for a vote, but with 75 original co signers, there will be pressure to put some of the wording into new bills that will come to the floor over the next year or two.
If his happens, not only illegals, but legal foreign workers, medical vacationers, and the children of all three categories will have access to the free health care that Americans pay for in taxes.
The average cost of health care in the US per person today is $7,800, and of course will rise with inflation.
At some point , we will have 100 million people in the categories above here with their hands for their free care and the care of their anchor children.
Although a well run single payer system like the one above might sound great to hard working Americans, unless we find a way to stop the illegal and foreign use of our free system, it will go bankrupt, along with the rest of us very early on.
A single payer health care system might or might no be affordable for American citizens, and potentially in our best interest, but we have to watch very carefully that our lawmakers are no handing it out like candy to foreigners with their hands out.
By the way, the "free health care" is expected to Cover
4 million residents of Puerto Rico, Samoa, Guam, American Virgin Islands, and the Marianas. None of these American territories pay any federal income tax, so how many of them and how will they pay for their free services. They do though pay some token Medicare and Medicaid taxes.
We need to make sure any nationalized single payer health plan that is not just for American citizens does net get voted into law.
The farm lobbies, food service lobbies, pseudo-religious groups, and open boarder groups will be pushing hard...watch out.

Simple enough to solve. It's not the illegals; it's the "elected officials" that will do anything to stay in office so long as it's just your money. Keep up with what they are doing, not what they are saying. Cheaters don't lie and liars don't cheat, so that eliminates 90% of congress. There are groups that will champion almost any cause. The NRA, Judicial Watch, Numbers USA and HSUS are my causes and I try to support them and their actions as best I can. Vote to get the members of congress that you do not agree with out of office. We are already handing everything to "refugees", grants being given, homes being build by Habitat for Humanity, cars being bought, medical care being provided. "Refugees" who have balances in the thousands of dollars on their food stamp/TANF cards .... yet .... natural born citizens of our country are being denied denied denied. Even our active duty military have to pay co-pays on their dependents medical/dental care. RETIRED MILITARY PEOPLE HAVE TO PAY FOR THEIR INSURANCE. EXCUSE ME, but what in the hell is our government thinking? I know ... the congress, senate, even our president don't really give a dam about the citizens of this country. We have lost millions and millions of jobs to overseas production, our government put the working people of this country into bankruptsy, while the executives build multimillion dollar homes, we are being taxed to death, forced to insure everything, and if we don't insure, well we get tickets, get our licenses/registrations suspended, and soon we will be getting this if we don't have health insurance. Who gains from insurance .... the executives of the insurance companies!!!!! If I chose not to have insurance on my car or myself, or my home .... then I suffer the consequences when something happens ... even if I have insurance .... I suffer the consequences of somebody that does not even know me, will deny whatever claim made on the insurance. OH YEAH, hire a lawyer .... get what you deserve .... and make that lawyer even richer.
I am retired military, and may God forgive me for ever believing in my country's government. May God forgive me for dragging my family all over this country, for having to leave them for months at a time, to take and oath and live an oath to die for my country and my beliefs. May God forgive every single senator or congress member for taking oaths to work for the PEOPLE of this country and not doing so.
I am sick of my government. I have a very very military family. Out of 8 children in my family 5 enlisted in the military, out of 14 grandchildren. so far 6 enlisted and 4 are still active duty, 3 of those serving in Afganistan or Iraq at this time. OK, so where is their support ... their thank you for you service?
Maybe, just maybe, if the senators, and congress members were made to spend a year in one of these countries, or made to live as most citizens of the this country do for a year, living from hand to mouth. Why do they have to have homes in DC .... why doesnt the govenment just build a huge congressional/senatorial barracks, where they can stay when in session, why not have a galley where they can eat. For that matter, why not just stay in their states where they are needed video session.
I could go on until hell freezes over ... but I won't. By the way, I emailed my congressmen over a week ago about something I feel very strongly about .... guess what ... NO RESPONSE.

Sharon, I feel just as you do. I also retired from military with 22 years service. The military is working for us and the politicans are working on the whole, against us.
You mentioned that you are not getting a response from your congressman. I am having the same problem with one of my senators. I have written, called and FAXed her numerous times on various subjects such as you covered in your post and many others. She has not responded to any of my efforts to give her my opinion and to get hers. She does not even answer when I praise or thank her for a positive vote. My question is do you know what a citizen can do when they refuse to respond to our correspondence? I am going to pursue this in every way I can but who can tell a senator or congressman that they must respond to a citizens concerns? For starters I am going to contact my other senator( who always responds) for some guidance on how to handle this. Anybody out there got any information or suggestions on this problem??

Alvey, we get no response at all from Sen. Landrieu just as you don't-- not even a form letter or email! She must respond only to registered Democrats who donated to her campaign. On the other hand Sen. Vitter responds frequently. One more thing, I've called her offices in DC and BTR when there was no answer, no availability to leave a message either. It is very discouraging, and my skeptical nature wonders if that's her intent.

some are like that, they get your vote along with a handshake or picture, then they don't know you anymore once they're in!!!!!

The elitist arrogance of some politicians exhibit proof of their non-allegiance to their constituents, only their political self interest. Suggest, Vote them out of office at their next election.

I was going to write a few columns of my own, but I do not believe I could top what you have said. I could not agree with you more, this country has literally gone to hell with the help of our (So Called) government leaders. The citizens of this country better wake-up AND FAST or the illegals are going to bankrupt the entire United States of America.

BRAVO!!! I also come from strong military background. My family has served since the Spanish American War. I could not have said it better. I love my country but not my government aka politicians. That is all they are, politicians aka OVER PAID, IN THE POCKETS OF... with ALL THE PERKS! They could give a damn about "We the People..."
Thank you and your family for your service. God Bless You and Yours.

There are millions of Americans without health care. Medicare is going broke and these pro-amensty groups want health care for illegas. Senator Baucass state is a neighbor to us. And I hope that he will continue to keep on tractk and get some of his fellow senators to support him.

I think illegal aliens should be allowed to purchase health insurance, just as they can now, but with absolutely no government subsidy. They must be required to pay the full cost. If all Americans are required to purchase health insurance, which seems unlikely at present, illegal aliens (since we apparently don't have the will to deport them when they are identified) should also be required to buy it, but again, at full cost. They should be paying for their health care through insurance premiums, rather than getting it free, which significantly increases the expense of health care to the rest of us.
Here's a better idea. Require all aliens not in the country legally on temporary visas to purchase health insurance, and arrest, fine, and deport them if they do not. That would help to cover the health care expenses of poor legal immigrants and provide an additional enforcement avenue against illegals.

California is bankrupt because of benefits provided to illegal aliens. Now the crazies (politicans) in Washington want to do the same thing to the other 49 states. Does your vote count? Do American politicans represent American citizens or illegal aliens? Did you get to vote for NAFTA so that we could export 3 million jobs to Mexico and import 20 million leeches (illegal aliens)? The madness never ends!

This is the exact reason California is broke. All the Social services to all the illegal's. I lived in California for 52 year's and that is all you see hand's full of food stamps and a brans new suv.
Plus sthey pay nothing in taxes they hold all these dependent's in MEXICO so they pay nothing. So if congress think's they will pay their way they are dreaming. Never going to happen.
They should cut off all immigration and visas of any kind until we get this country on the mend again. Which will take a long time.

"President Obama said this week that his health care plan won't cover illegal immigrants, but argued that's all the more reason to legalize them and ensure they eventually do get coverage."
