Robert Rector and Christine Kim of the Heritage Foundation calculated that an average low-skilled immigrant household costs federal, local, and state governments $19,588 per year more than it pays in all taxes.

What Low-Skilled Immigrant Households Pay in Taxes

Rector and Kim concluded that low-skilled immigrant households pay $10,573 in taxes per year. As the following chart shows, Rector and Kim took every possible tax collection method into account, including sales tax, the purchase of lottery tickets, and user fees:

The U.S. Commission on Immigration Reform was mandated by the Immigration Act of 1990 in order to examine and evaluate U.S. immigration policy, and to provide recommendations for its improvement. The Commission’s initial recommendations were released in 1995, and were endorsed by President Clinton. The final report was presented to Congress in 1997.

The Matricula Consular card is an identification document issued by the Mexican government. Despite its high susceptibility to fraud, many U.S. institutions (particularly banks) accept the matricula consular as a valid form of ID. Since illegal aliens are the only people who would need this card, these institutions make it easier for illegal aliens to settle in the U.S.

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 prohibits access to in-state tuition benefits by undocumented students (section 8 USC 1623) It reads “…an alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit…”

E-Verify is an Internet-based system operated by U.S. Citizenship and Immigration Services (USCIS) in partnership with the Social Security Administration (SSA). E-Verify is currently free to employers and is available in all 50 states. It provides an automated link to federal databases to help employers determine employment eligibility of new hires and the validity of their Social Security numbers. While its usage remains voluntary throughout the country, some states have passed legislation making its use mandatory for certain businesses.

E-Verify Bill HR 2164 - The Legal Workforce Act

In June 2011, House Judiciary Committee Chairman Lamar Smith (R-Texas) introduced the Legal Workforce Act (HR 2164), an E-Verify bill that requires all employers to use the employment verification system. The bill features a three-year phase-in with 99% of employers required to use the system within two years. The bill also requires all federal, state, and local agencies to run existing employees through E-Verify, and lifts the federal ban on private employers from running current employees through E-Verify.

NumbersUSA Education & Research Foundation provides a civil forum for Americans of all political and ethnic backgrounds to focus on a single issue, the numerical level of U.S. immigration. We educate opinion leaders, policymakers and the public on immigration legislation, policies and their consequences. We favor reductions in immigration numbers toward traditional levels that would allow present and future generations of Americans to enjoy a stabilizing U.S. population and a high degree of individual liberty, mobility, environmental quality, worker fairness and fiscal responsibility.

Those who need to refer to NumbersUSA with a short, descriptive modifier should call it an “immigration-reduction organization.”
