Participants also wanted to voice their support for Rep. Dana Rohrabacher, R-Costa Mesa. They rallied near his office, which was closed due to the government shutdown. (Rohrabacher was awarded a B-plus for this congressional session and an A-plus for his career's work by NumbersUSA, a national organization that calls for a reduction in the country's immigration numbers.)

Counter demonstration groups like Numbers USA, which seeks lower levels of immigration, also received a permit to exercise their First Amendment rights.

Roy Beck, president of NumbersUSA, a pro-enforcement group on immigration, complained that amid the federal shutdown resources were found "to move forward with Obamacare" and its online insurance signup but not the online E-Verify.

"It’s a sign that putting Americans back to work is never the top priority of this president or Republicans or Democrats in Congress," Beck said. He worries the federal government may not require employers to retroactively use E-Verify for anyone they hire during the federal shutdown. "That would be a grave mistake."

That sentiment was echoed by Rosemark Jenks, director of governments relations for NumbersUSA, a group that opposed the Senate bill. She said Obama's Department of Homeland Security has methodically cut back on worksite raids targeting undocumented workers and scaled back deportations, leaving "absolutely no disincentive" for people in other countries thinking about trying to enter the USA illegally.

Zuckerberg’s advocacy may not bear fruit, Roy Beck, president of Numbers USA, an Arlington, Virginia-based group that backs immigration curbs, said in an interview.
 
House Republican leaders aren’t advancing the bill “not because they haven’t seen Mark Zuckerberg, but because the vast majority of their membership doesn’t want them to move forward,” Beck said.

NumbersUSA Education & Research Foundation provides a civil forum for Americans of all political and ethnic backgrounds to focus on a single issue, the numerical level of U.S. immigration. We educate opinion leaders, policymakers and the public on immigration legislation, policies and their consequences. We favor reductions in immigration numbers toward traditional levels that would allow present and future generations of Americans to enjoy a stabilizing U.S. population and a high degree of individual liberty, mobility, environmental quality, worker fairness and fiscal responsibility.

Those who need to refer to NumbersUSA with a short, descriptive modifier should call it an “immigration-reduction organization.”
