Chain Migration: H.R. 2202 (1995-96)

H.R.2202, the Immigration Control and Financial Responsibility Act of 1996, was a bill to reduce a chain migration system that has been the primary reason for annual immigration levels snowballing from less than 300,000 in 1965 to around a million today. H.R.2202 would have reduced overall legal immigration by almost 3.4 million over a 10-year period. Ultimately, these provisions were stripped from the bill.
