We must protest to our Congress the fact that non-citizens are recruited by pro-DREAM Act organizations to pose as constituents and to call their offices. This is a direct challenge to our representational government. There is a well-defined process for foreign interests to lobby our Congress and this type of calling is not following that process. If a person is not lawfully here and is not a citizen they should not consider themselves or be considered to be a "constituent."
The legislative trend regarding Congressional lobbying has been to provide more transparency. Democrats as wells as Republicans have asked for registration laws for lobbyists to be enacted. These days about the only group that doesn't have to follow a registration procedure are individual citizens. There is also a de minimis exception when the expenditure of a group on lobbying activities is very low.
Our Congressional representatives may not be aware that many of the calls they receive are from non-citizens, when amnesty bills are being considered. I have been trying to point that out to them, lately. Our democracy will slip away if we tolerate this lack of disclosure.
