Time after time after time over the last year, NumbersUSA's members mobilized to advance E-Verify and close off millions more jobs to illegal aliens. And just as many times, you suffered defeat. It is oh so difficult to maintain perseverance amidst so many losses, but you did. And your perseverance led to a gigantic victory today as the Obama Administration made a huge leap in immigration enforcement.
Remember our narrow losses last winter in trying to persuade the Congress to require all economic stimulus jobs to go through E-Verify?
Well, our victory today essentially makes that happen.
Starting today, every contract over $100,000 that the federal government awards will be on paper that tells the contractor:
And every company that gets a subcontract from a federal contractor that is worth $3,000 or more will have to abide by the same E-Verify rules.
It is estimated that over the next year, most companies doing federal contract work will have obtained at least one contract since today and, therefore, be mandated to use E-Verify.
Some estimates are that the number of new hires covered by E-Verify will go from a little over 10% to 20% of total new hires.
I have been trying to think of when we have had a bigger single improvement in the battle against illegal immigration. The 1996 Act may have been, but I think it was more promise that actual change at the time. This is something that will yield results immediately and increasingly so each passing month.
This is an unlikely gift from two Presidents who routinely oppose nearly everything we stand for on immigration. This mandate on federal contractors was promulgated by Pres. Bush, a last-minute kiss from somebody who gave us the kiss-off the rest of his presidency. But he saddled Pres. Obama with having to let it go through or publicly overturn it. Obama postponed it several times this year. But when a federal court last month ruled there was nothing wrong about Bush's executive order, Obama apparently felt he had no choice. So, now we have this wonderful new and powerful enforcement device to take the job magnet away from illegal immigration.
Why did this wonderful thing come from two Presidents who would like nothing better than reward all illegal aliens with U.S. citizenship?
It all relates to the fact that both have felt enormous public pressure to stop inviting illegal aliens to enter our country and take our jobs.
And you, dear citizens and users of the NumbersUSA tools, have kept the pressure on every day of every week of this past year. And that includes a tremendous outpouring of phone calls and faxes this past week, urging that Pres. Obama allow this new E-Verify mandate to go into effect.

In response to a customer satisfaction survey, I asked Xanterra a contractor at Bryce National Park that employees non-Americans from all over the world, if they were aware that millions of Americans had lost their job since the first of the year.

The following is from an article by something called a "Froma Harrop", who gives credit for E-verify to Obama!! - who bravely fought to defend the bill from its opponents!
"It's worth noting that President Obama's is the first administration to seriously crack down on illegal immigration in decades... The administration has just started requiring any company seeking sizeable federal contracts to use the E-Verify system, a database containing Social Security and other records, to ensure that its workers are legal. (First it had to fight off a suit by the Chamber of Commerce and industry groups that use undocumented labor.)"

They invite them over to work the fields. Meantime, we have to pay for their children's education, more than what American children get. I know this because I teach. They get free helath care for their kids too. We need to stop the invite, and employ the folks here who don't work. No more handouts. If you need money and help from the taxpayers coffers, then work. End birthright citizenship. With this problem, comes the extended family. They raise them in a different culture. Most have no respect for us, and expect everything from us. Because of our stance on immigration issues and education, they pour into our country. And they are now starting to use it against us.

With reference to inviting them over to work the fields--and I recently saw a Congressman's proposal to increase the number allowed to enter our country for this purpose--
From several different sources there are reports that our new workforce age Americans have not been adequately taught to work. Many say that work in the fields, and similar work, are jobs that Americans simply 'will not do'. As our 'jobless recovery' continues, there will be Americans pushed to apply for these jobs by hard necessity. Let's give this opportunity to learn how to work to our fellow Americans. Let's make sure that these jobs are not taken beforehand by illegals.

Now congress is trying to pass the dream act. This gives the children of illegals the chance to get a free college education. I think they should pay off my student loans first, since I have been teaching for 19 years and it is not paid off yet!! I have supported 3 children while working and schooling, and the loan was to help offset bills when the husband lost his job. They raised the interest so high, I still don't have it paid off. Write and urge your congress people to say no to the "Dream Act." They should take care of the ones who were here first. Sorry they were dragged over here by illegal parents, but nothing we should do about it now. We simply can't afford it.

Thank you for your efforts and leadership. Are local municipalities allowed to use the system voluntarily? If so then when they get a federal project they could give priority to hiring their local citizens by using it. Maybe that could lead to mandatory use when a State or Municipal Agency gets a federal earmark.

Sheli7160 of IL: Yes, city and county governments are allowed to use E-Verify for their employees and contractors. One of the most recent was in Oakland County, Mich. Some have mandated usage for private sector employers as well. You would need to convince your city council or county board to pass an ordinance. I hope you see this. What can we do on the local level to stop contractors from hiring illegal aliens? I am a Construction Management Inspector and work for a large City here on the East coast, and see illegal’s every day here on City contracted projects.

We finally achieved E-Verify? Yes, but only in a narrow sense, I believe. You mentioned "Federal Contractor" employers being made to conform to "Regulations". However, isn't there also an urgent need for local hospitals, both large and small, as well as independent doctors and nurses being included under this new regs.requirement? As I understand it, they will not be required under this E-verify regulation you speak of ; only those Corporations who offer Federal Contracting jobs. Yet, shouldn't those smaller entities be also required to be included?
Furthermore, am I correct in believing that a regulation does not have the force and effect of a Section as part of a Statute, e.g.,"U.S. Code 1234, Section 246 ---" etc.? In other words, doesn't our deliberate and intense campaign fall short of what is fully needed? I honestly hope somebody in the know will clarify this matter for me, please!

Congratulations Roy and Staff for organizing our forces in a manner which brought about this great victory.
As Winston Churchill said at the close of World War II, "we now can allow ourselves a brief period of rejoicing."
But tomorrow morning, it's back to work trying to restore order to the government's immigration policies that have been destroying the economic viability of millions of American citizens and legal immigrants.
If history is any indication of future events, we will be seeing many attempts by misguided politicians to overturn what has been achieved.

What about municipalities? Who will be keeping track if your city is using Federal stimulus dollars and not using E-verify? Can the city then say...."well we aren't using federal money, we are using city money?" I would really like more clarity. I know my city hires contractors to replace sidewalks, street paving etc., but when I called them to question...they said that the company that they hire is responsible for checking!

It would be nice if private companies would use E-verify. Perhaps more of our young people would be able to get part-time jobs to learn discipline, file taxes, and learn to accept responsibility for their actions. Perhaps that would keep them off the streets and doing something more productive as opposed to destructive.

I was under the impression E-Verify was like a simple/cheap internet background check until I read the article URL above today, as I had always assumed it would most likely match their resident address to SSN, evidently not. I believe a simple $19.95 private industry internet background check, that many attorneys and businesses use today, covers this identity theft loophole though and hopefully the Government's SSN match test does too.
Sometimes I think the government should trash some of their own loophole filled federal methods and just use the equivalent cheap private industry methods, that likely can work better and with less costs...LOL

Sure glad this went through.
My personal story of immigration concerns my wife. I had recently retired from Federal law enforcement, and was traveling in Asia on my own. I met my wife in Thailand. We hit it off, and after dating and traveling together in 6 nearby countries we applied for a marriage visa to the U.S. using an American attorney who lived in Bangkok. We waited 11 1/2 months for the marriage visa, and after arriving in the U.S. and marrying, we waited another year for the green card due to technical problems (read: U.S. Government foul ups!) which were not our fault.
The immigration sytem here (Denver) was horrible. The contractors they use (YES, the employees you generally see at immigration are not Federal employees, but instead are contractors who have little use for civility, intelligence, and any attempt to assist you; despite the fact that you are the reason they have a job. I needed to contact my congressperson with problems which I, as a retired Federal law enforcement officer could not resolve. Pity the poor legal immigrant who is afraid and confused by this.
We also had problems with the Social Security Agency, and ended up going through several governmental layers to resolve the issues.
It took 11 months for my wife to get her green card.
What is very irritating about all this is that she is not some uneducated rice farmer with few job skills. She has a MASTERS DEGREE in COMPUTER ENGINEERING. American companies at that time were crying for higher limits to allow an adequate number of educated foreign computer workers to temporarily enter the U.S. and work in their field. Our country did not have enough educated employees to fill the needed positions.
The bottom line is that we waited for nearly TWO YEARS to come here and get her green card, while millions of unskilled illegals come here and are not bothered by Federal law enforcement. I know this because I often encountered illegal immigrants in my job who had committed a minor crime. Immigration authorities would NOT take them for deportation, and I know of several who were able to get Federal permission from U.S. authorities to avoid deportation during and after their Federal courts case. In other words they were able to stay in the U.S. indefinitely even though they had violated other Federal laws.
Guess I should have just brought my wife here illegally through Canada, and avoided all the hassle and costs of trying to do it legally!

I am from philippines but I am now a US citizen almost 6 years ago married to a ex US navy and now a Ph.D in nuclear physics here in maryland. yeah should our government enforce our immigration law here in US because illegal immigrant cause so much problem in our society take away jobs for our youth and tax payer pay for their hospital,school,foodstamp,hud etc.they can get that for free without asking their citizenship. here in montgomery co. in maryland so many illegal immigrant here I can name a few like MS 13 a gang in montgomery are a huge gang member, I wish they can do something about it. also when they have the job they do not pay taxes at all they pay under the table pay so they do not contribute any taxes at all but they can get free government stuff and government just lost their mind just give it to them without asking any citizenship so we tax payer pay more and more and more tax because of this illegal immigrant cause more problem in our society. illegal immigrant don't respect our law at all so I don't have a sympathy with them they should go back and get in line just like anybody else.

I wish more immigrants felt the way you do. I know many legal immigrant Mexicans who don't beieve what we do. Although its good news, it's still an uphill battle. Our politicians have decided they want illegals to have our jobs. There are virtually 90 percent illegals doing construction, landscaping, and road work. How is this happening? Why isn't law enforement doing anything? Even when Florida has 1 million illegals, the governor has refused to do anything. Some of these politicians should be put in jail for supporting our laws being broken.

This is great news - and a great endorsement of the "people power" that NumbersUSA is focusing on improving internal enforcement of existing immigration laws.
Unfortunately, many unethical employers desire to continue to employ a docile, nonunionized illegal alien labor force, which includes millions of visa overstayers. The numbers are huge and growing larger each day. This illegal conduct enriches the economic elite at the expense of the American middle class.

....INS Study of Legalized Alien Population
INS' 1992 Report on the Legalized Alien Population provided some information on the demographics of the illegal alien population, including overstays. This study surveyed aliens who gained legal status under an amnesty provision of the Immigration Reform and Control Act of 1986 (IRCA). Section 245A of the IRCA allowed illegal aliens who lived in the United States continuously since January 1, 1982, to apply for legalization between May 5, 1987, and May 4, 1988. IRCA also mandated a report describing the general characteristics of the legalized population.
The report showed that the great majority of aliens from Europe, Asia, and Africa who were legalizing their status had overstayed. The overstays in the study were better educated, tended to have higher family incomes, and held white collar jobs at a higher rate than those aliens who had surreptitiously entered the United States (also known as entered without inspection or "EWI"). Of the overstays, 67 percent had over 12 years of education and 9 percent had 6 or fewer years of education. However, of the EWIs in the study, only 17 percent had over 12 years of education and 45 percent had 6 or fewer years of education. Twenty-nine percent of the overstays earned $30,000 or more, while only 17 percent of the EWIs earned as much. Thirty-four percent of all overstays fell into the lowest end of the earning scale (under $12,000 per annum) versus about 41 percent of the EWIs. Twenty-five percent of overstays, but only 8 percent of EWIs, held white collar jobs.
The study showed that the geographical concentration of overstays varied significantly. In California, Texas, and Illinois, overstays represented 19 to 22 percent of the legalized alien population. In New York and Florida, however, overstays were 48 and 69 percent of the legalized alien population, respectively. Overall, overstays were 24 percent of the legalized alien population. However, the aliens in the study may not be representative of the entire illegal alien population because some portions of the population may have been more or less likely to apply for legalization. Some INS officials with whom we spoke at headquarters and in the field believed that overstays may not have taken advantage of the IRCA amnesty to the same extent as EWIs. If overstays and EWIs did not apply at the same rates, any estimate of the overstay population based on the study would be skewed. .....

This is excellent news. I think Barack has gotten the message that there are too many people concerned about this to ignore. I don't think he is just listening to the yahoos on the left fringe of the Democratic party. He realizes that he can only govern effectively from the center, and we can help to define where the center is.
Barack also needs to establish his willingness to enforce immigration law if he wants to have any chance of passing an amnesty. I personally think that debate is a year and a half away. After the experience of this latest Congressional recess, I'm pretty sure nobody wants to go home to the district in an election year with amnesty on the table. Too much chance that the congressman would end up being the main course in that meal. But, we have to keep up the pressure and mobilize our side to influence thinking as it evolves. If sentiment starts to turn on an issue it can become a landslide. I think we have some time, we have the facts on our side, and if we work harder and smarter than the other side, we could see immigration reform with more good than bad. Many will disagree with me, but I think Barack would sign such a bill.

Finally, a step in the right direction and a personal "Thank you" to all who helped make this happen. I know of a Convalescent Hospital which hires illegal immigrants, in fact, one of them is a Registered Nurse who uses the Social Security number of her friend. Since the hospital accepts Medi-care, will the employees of these types of hospitals be required to follow the new E-verify rules?

James9842 of CA: Hospitals should not be affected because they are reimbursed for services under Medicare. It's not considered a contract in this sense. The rule only affects entities that contract with and subcontract with the federal government, including those who receive American Recovery and Reinvestment Act (stimulus) funds.

It may be a short term victory, since President Obama and San Fran Nan will pushing amnesty through as soon as the Health Care Debacle is pushed thru. Then there are no more illegal aliens; just another 50 million poor people (thanks to chain migration) to add to the rolls. We are under water restrictions now in Southern California and have had various brown outs in previous years. The rest of the country has a lot to look forward to.

What I do not understand is why people who oppose Illegal immigration do not do more on their own. When I see someone who fits the picture of an Illegal alien I ask them where they come from and why are they in my country illegally and then I ask them how they came, over the wall or through the dessert. I confront the managers of stores that hire them and do not hire contractors that use them. I wonder why organizations such as the VFW and the American Legion do not picket stores that employ Illegals they have enough members that talk a good story but do nothing to stop them.

This is Great news on top of Great news for citizens of Clark County Washington. Last week, a small group of us, who have been working for years here at the local level, saw the Clark County Commissioners pass a regulation which requires all companies (& their sub-contractors) doing business with Clark County to use E-Verify. The unemployment rate here is 14%, and both these rulings will go a long way to help unemployeed citizens and LEGAL immigrants. We are already working on several other towns and counties in the state.

Great start... does NumbersUSA have a watchdog arm to ensure that this executive order is enforced, or do we depend on the federal government and the DHS to police themselves? We all know how that goes! What site can private citizens go too, to 'Big Brother' this issue?
NumbersUSA Moderator: We don't specifically have a watchdog operation. We use various means to keep tab on whether the immigration laws are being enforced. If this Executive Order is not enforced, we will take appropriate action, which will probably include publicizing the non-enforcement and mobilizing the membership.

Here in AZ we do have one man trying to enforce these issues...Sheriff Joe. The local Gov is fighting him tooth and nail. He is finding that many of these illegals are working using stolen ID's. E-verify caught this. When there was unions they were called scabs. Now we just have wage busting but they are still scabs. Thank God for sheriff Joe.

Dennis of Az. I have read about Sheriff Joe. Several times. I like his tactics. I would vote for him for President too. He has a lot of popularity that he doesn't even know about.
Those Govt Officials should be voted OUT next election. Wouldn't hurt to remind them of that fact a time or two beforehand. And don't just threaten to vote against them, they don't care about one vote, threaten to CAMPAIGN against them. They know that involves a lot more votes.

thank you ! maybe now i can get another job here in ca in my trade!the way its been going for the last few years Americans working construction jobs has almost dried up ,yet you could see on hiways and other jobs illegal aliens working while your family is doing without.
sure would be nice to see a clip on tv,look Americans are doing these jobs,it wasn't they wouldn't do them,it was we were being stabbed in the back as well as robbed!

My comments for today across the media.
Of all the Immigration enforcements laws that really works E-Verify has settled in to removing illegal immigrants from the workplace. But there is a "Sunset Provision" that could determine its future, since it’s specially working for the millions of jobless Americans? Supposedly E-Verification expires on September 30, only days after a Federal judge turned down a desperate delay from the despicable Special interest lobbyists led by the US Chamber of Commerce. On September 8 E-Verify, a contingency of the SAVE ACT was fully implemented mandating that all federal contractors and sub-contractors--MUST--use this computerized identification system.
The American people must understand their is tremendous pressure on anemic members of both political parties to dismantle, store or hinder the E-Verify process as they are the puppets of rich business enterprises. Then Rep. JOE WILSON R-NC) opened the proverbial humongous can of worms in the full house chamber.
We must endeavor to continue on raising our voices against the powerful forces that think nothing more than to destroy this valuable commodity called E-Verify. Overtime it will rid from every workplaces of millions of illegal workers, who think they are safe from government intervention. It will save billions of dollars being exported to other lands and sever the tolerant welfare programs, health care, education accessed by illegal low wage earners. E-Verify could introduced in all medical facilities, to check a persons national identity. The expedited message will spread and these lawbreakers will realize that it's fruitless to keep on applying for jobs. Eventually families will start to pack-up and depart for every corner of the earth. But it's up to the American voter to keep relentlessly calling the Washington switchboard 202-224-3121contacting their politicians.
Evaluate each lawmaker at NUMBERSUSA or JUDICIAL WATCH and command them to enforce E-Verify permanently. Not Voluntary for every business, but a mandatory addition for each employer. Fulfill their obligation to build the fence according to Rep. Duncan Hunter R-CA. Keep training the regular police according to the Federal 287 G directive,. Not to Rescind the No Match letter or desist ICE raids or weaken any other enforcement law, such as the 1986 Immigration Control & Reform Act. Fed's should restrict SANCTUARY CITY & STATE policies.
